Annual adjustments to teacher salaries are to be based on the performance evaluation ratings. While the law does not designate the amount of the adjustment, it requires the annual performance based adjustment for an effective teacher to be 50 percent to 75 percent of the adjustment for a highly effective teacher.
Performance evaluations are also to be used in determining the order in which teachers are laid off and rehired.
Nordonia Hills Superintendent Joe Clark said the new salary schedule will be a subject of negotiations when the district begins discussing a renewal of its contract with the Nordonia Hills Educators Association later this year.

In establishing a new framework for teacher evaluations, H.B. 153 also requires teacher performance evaluations to be a ctor in compensation.
Beginning in the 2013-14 school year, the law requires school districts to establish a performance-based salary schedule for teachers that takes into account the following ctors:
Whether the teacher is highly qualified under the federal No Child Left Behind Act -- Bachelors degree, state certified and competent in their subject area.

The law specifically prohibits granting preference in retention based on seniority. When returning teachers to work, those with tenure -- continuing contacts based on ctors such as longevity and education -- still have the right to be rehired first. However, seniority is not a ctor.
The law allows salary schedules that provide for additional compensation for special duties, such as teaching in a shortage area. Supplemental contracts for extracurricular duties such as sports coaching is still allowed.
